Atal Bihari Vajpayee was in no good terms with the RSS. After the Gujarat riots and his unsuccessful attempt to dislodge Modi, the RSS prevailed over the BJP completely. Atal was to be seen as dispensable as he was not following the Hindutva agenda.
Modi has always been seen as an RSS man. in 2021 the new General Secretary Dattatreya Hosabale moved out of Nagpur and made Lucknow his new home. That cut out the support that Nitin Gadkadri would get from Bhaiyaji Joshi the previous Sarkaryawah. Mohan Bhagwat, for now, seems to relegated into the background.

It has been quite rightly pointed out that Modi, or MoShan, has quite been able to effect a reversal in the traditional inter se positions between the RSS and the BJP.
Though, definitely, not the usual understanding, it's not too novel either. I myself had posted on this August 22:
