there is a way to achieve integration of our people based on precepts of common or uniform civil rights vis-à-vis plural religious or ethnic rights, customs and privileges. Goa shows the way.
(way to go?) In 1880, the Portuguese exempted Goa’s Hindu inhabitants by enacting for them a special law protecting their customs and usages (Codigo de Usos e costumes dos Hindus Gentios de Goa). In 1854, the Portuguese enacted a law protecting the usages and customs of non-Christian inhabitants of Daman and in 1894 enacted a similar law protecting the usages and customs of non-Christian inhabitants of Diu.
