in the last two years when the world was under lockdown the government of Telangana started a plantation program on lands which had been cleared for cultivation by migrated Muria Gond tribals from Chhattisgarh. The people were forcibly removed. In the last few weeks that speed has accelerated and we know of 75 habitations which were attacked by the forest department and the lands taken away.

Unofficially officers in Telangana and Andhra Pradesh say that in reality it is also a security story. The governments of both states are concerned that Maoists under tremendous pressure in their headquarters in Chhattisgarh will use IDPs living in deep forest as launching pads to enter neighbouring states. “We don’t mind if they shift to a slum in a city in our state if their parent state Chhattisgarh doesn’t want to take them back but we want them out of the forest,”

When violence suddenly escalated in Dandakaranya forest in 2005 the tribal community living there was divided into three parts. According to the top administrative officer of that time 55,000 people shifted to roadside Salwa Judum camps, 55,000 ran away to neighbouring state of Andhra Pradesh (now also divided into Telangana) and the rest moved deep into forest under the protection of Maoists.

From Whatapp: As far as we know so far 51 habitations of IDPs ( Internally Displaced People) from Chhattisgarh have been attacked in Telangana and Andhra Pradesh in the last few days and their lands have been taken back by forest dept. Of course they don't own these lands which they made after cutting forest since they were forced to relocate to escape the violence in Chhattisgarh. These habitations are mostly deep in the forest where there are no phone signals. So the flow of information is patchy and slow. As it is a matter relating to at least 5 states, we feel Center will have to take a lead here. We request you to please request your MPs to write a letter to Shri Amit Shah to resolve this problem by bringing all the states together as they have done with other IDPs in the North East in the past. ST panel issues notice to states on tribals displaced due to left-wing  Jan 23, 2022 extremism https://timesofindia.indiatimes.com/india/st-panel-issues-notice-to-states-on-tribals-displaced-due-to-left-wing-extremism/articleshow/89077297.cms  The National Commission for Scheduled Tribes (NCST) has asked Chhattisgarh, Telangana, Andhra Pradesh, Odisha and Maharashtra to submit a report on the action taken to identify and rehabilitate around 5,000 tribal families displaced from Chhattisgarh due to left-wing extremism.
The NCST and the Union Tribal Affairs Ministry had in July 2019 asked these states to conduct a survey to ascertain the number of tribals displaced due to left-wing extremism before December 13, 2005, so that a process could be initiated to rehabilitate them. The states were given three months to complete the survey.
