The Wire Amarjit Singh Dulat, a former Head of R&AW and an acknowledged expert on terrorism and the Kashmir Valley, says “it is not correct to say militancy is finished in Kashmir”, adding it keeps popping up from time to time in different places and has now, presently, spread to the south. Mr. Dulat also says “Kashmiris are not happy with the BJP” adding “let’s put it absolutely, directly straight”. However, he adds that “today the Kashmiri wants to participate in elections” because they want to be ruled by people of their choice. Mr. Dulat says the turnout will be even higher when assembly elections are held.

Towards the end of the interview, Mr. Dulat explains what he means when he says that in peace-making it’s the singer not the song that is more important. He explains that the ‘singers’ in Pakistan are willing and keen for better relations but in India the ‘singers’ have begun to ask what is to be gained by making efforts to improve the relationship, particularly since Pakistan is increasingly an inefficient and incompetent if not a failed state.
