The farmers have written to the PM stating that they will intensify the stir amid the ongoing COVID crisis in the country. A pro-farm laws group has now also written to the Prime Minister, Home Minister and the Agriculture Minister, asking to restore the talks. The pro-govt farmers' Union has stated that the protest will continue amid COVID and it is time that the talks are restored, so that no more lives are risked.

On March 20, over 100 farmer leaders representing organisations across Gujarat announced the formation of the Kisan Sangharsh Manch or KASAM. They ... announced that their first protest – tiled “Haiyya Holi” –  farmers will burn copies of the three black laws and dedicate our protest to Holi Mata -
Karan Desai, general secretary of the Maldhari Vikas Sangathan, said: “In Gujarat, every andolan or discussion is surveilled by the government.” 
Palbhai Ambaliya, of Devbhoomi Dwarka district, said he was detained several times by the police when he tried to organise protests in December and January.

The Gujarat Kisan Sangharsh Samanvay Samiti planned to bring 3,000 farmers to Gandhinagar on December 11..“But from December 9 itself, the police began making house arrests of farmer leaders, 
The most recent police detentions took place on March 12, when the Seva Dal and other organisations began a rally with 80 tractors from Ahmedabad to Dandi on the anniversary of Gandhi’s salt satyagraha of 1930.

While the press makes it sound like the farmers are being unreasonable, I am thankful that farmers have recognised that only hollowing out the laws are not enough..as delegated legislation, rules, will soon undo their agreement. The government should agree to a new act which guarantees things like a Mandi in every locality, that all contracts will be respect MSP at the time of contract as well as at the time of delivery. That states are not empowered..but have the predominant power on all these matters... JD

 Overview of government proposals:

FTPC Act (APMC Bypass Act): 
1. We can enable the State Governments to collect market cess / duty on out-of-market transactions, if they so desire.
2. We can enable state governments to register traders and enforce rules for the same. According to the present Act, the registration of merchants, the system of trade and payment is vested in the power of the Union Government.
3. Apart from the existing mechanisms in the farmers law, citizens will be able to go to courts for dispute resolution.

FAPAFS Act (Contract Farming Promotion Act):
4. Under the Act, we will add a provision that until the state government arranges to register the contracts, a signed copy of the contract will be submitted to the SDM office within 30 days of entering into the contract.
5. No structure built on the farmers' land under the contract by the contract sponsor can be mortgaged nor can the sponsor have any control over the structure. The structure must either be removed by the sponsor, or the ownership will remain with the farmer after the contract period ends.
6. We shall make it clear that the land of the farmers cannot be annexed under any circumstances.

MSP and Purchase: 
7. The central government will give written assurance that the current procurement levels of the government on MSP will also be kept in future.

Electricity Act (Amendment) Bill:
8. In the Electricity (Amendment) Bill, there will be no change in the existing system of filling the electricity bill by the farmers.

Air Quality Ordinance:
9. Farmers' concerns about the provisions of the Air Quality Ordinance will be taken into consideration.

At the conclusion of today's negotiations, the farmers' organisations have outright rejected the government offer.

The killing of farmers at Uttar Pradesh's Lakhimpur Kheri was a "planned conspiracy" with intent to commit murder and not a case of death by negligence, the Special Investigation Team has said, in the case in which Union Minister Ajay Mishra's jailed son Ashish Mishra is the main accused. The charges of rash driving against Ashish Mishra and the others should be modified, cops investigating the case have written to a judge, adding that an attempt to murder charge and the charge of voluntarily causing hurt should be added.
