Comment: It is left to the Congress to come out with a system where at the constituency and bio-region level, members of other parties don't feel that they will loose all political clout in their areas. In fact it should know because in places like UP, despite having base level support, they have been completely marginalised. The system could be a coordination committee at the constituency level, which will work even after the elections on a constituency level minimum programme. (sharing of spoils, as it were). A similar system will have to be evolved for inner party conflicts.
