Publicly-funded universities, professors and administrators will now have to get prior approval from the ministry of external affairs (MEA), the revised rules specifically note that applicable ministry is required to ensure that the subject matter for the online event is not related to “security of State, Border, Northeast states, UT of J&K, Ladakh or any other issues which are clearly/purely related to India’s internal matter/s”.
(we can expect that every year or so, others will be brought into this net.. Those claiming 12AA tax exemption may also be considered to be "public funded" and internal matters will go to the MHA, much like the FCRA. )
Recently an organisation organising a UN youth initiative, we told that they had to take complete responsibility for any one they invited for a physical international meeting. No organisation other than the government has the wherewithall to background-check their invitees/participants.. This therefore effectively shuts down physical contact with people from certain targetted countries. The next step would be online meets.. perhaps even meetings like the WSF
