A year after the National Investigation Agency boasted of a 100% conviction rate, an investigation by The Wire finds that prolonged detention, near-automatic bail denials and pressure from investigators are pushing dozens of accused, mostly Muslims, to plead guilty before their trials have even begun.
The Wire’s investigation reveals that prolonged detentions, coupled with near-certain bail denials, often push accused individuals to plead guilty. This move is not necessarily an outcome of “guilt” in many of these situations, but a desperate attempt to escape from an interminable legal process.

The top court made the remarks while refusing to entertain the ED’s appeal against the Karnataka high court quashing the summons against Karnataka Chief Minister Siddaramiah’s wife B.M. Parvati along with state minister Byrathi Suresh in connection with alleged illegal allotment of sites by the Mysuru Urban Development Authority (MUDA).

The apex court issued a notice to ED on a Special Leave Petition (SLP) filed by TASMAC challenging the earlier Madras high court order.
Senior advocates Kapil Sibal and Mukul Rohatgi, who were representing TASMAC and its employees, argued that the agency had overstepped its mandate by cloning mobile phones and seizing personal devices without due process.
“We found some of the people to whom outlets have been given are actually taking cash. So, the State itself filed 41 FIRs from 2014-21 against individuals, not against the corporation. The ED comes into picture in 2025 and raids the corporation (TASMAC) and the head-office. All phones taken, everything taken. Everything cloned,” Sibal said.
To this, the CJI asked, “How can there be an offence against the corporation? You may register against the individuals, but against the corporation, a criminal matter?”

First — Mr. Verma, as the Chief Vigilance Officer of Northeastern Electrical Power Corporation (NEEPCO), “interacted with public media on March 2 and 3, 2016 in an interview with India Today news channel at the official premises of NEEPCO at Guwahati without any authorisation or permission from the competent authority. Second — Mr. Verma made such statement of fact and opinion on his communication over public media in the matter of encounter of a terrorist Ishrat Jahan in Gujarat, which had the effect of an adverse criticism of action of the Central government and the State government Third — Mr. Verma, without there being any general or special order of the government, directly communicated official information regarding interrogation of R.V.S. Mani, then Under Secretary in the MHA Fourth — Mr. Verma, without the previous express or deemed sanction of the government, had recourse to the press (electronic media) for vindication of official acts to counter the statements of G.K. Pillai, the then Secretary, MHA, and R.V.S Mani.

Ever since he became part of Ishrat Jahan probe team- first as a member of Gujarat high court appointed-Special Investigation Team (SIT) and then leading CBI investigation on court's order- Verma has had several run-ins with the state government, then headed by chief minister Narendra Modi, now the prime minister. the state government had refused Verma promotions on the grounds of departmental cases. Verma was instrumental in the arrest of ex-IPS officers including former Director General of Police, PP Pandey, D G Vanzara, IGP GL Singhal, retired superintendent of police N K Amin, ex-Deputy Superintendent of Police Tarun Barot, among others.
Verma's investigation with CBI established that 19 years old Ishrat Jahan, her friend Javed Sheikh alias Pranesh Pillai and two Pakistani nationals were killed in a staged encounter on the outskirts of Ahmedabad. Eight policemen were chargesheeted but the case couldn't see trial as most of the accused were discharged on the ground that the CBI didn't get permission to prosecute them. CBI sought Gujarat government's sanction for prosecution which was denied on the ground of "larger interest." The central agency hasn't challenged these orders.
