Goa's resentment towards tourists and settlers stems from their negative impact on the environment and local life. A proposed tourist tax by the Calangute panchayat aims to fund sanitation and reduce littering by tourists. Tourism disrupts daily life, exemplified by overcrowded Parra Coconut Road and disrespectful behaviors. Resentment extends to wealthy settlers and low-income migrants, creating a hierarchy of "outsiderness" in the state. Despite the justified frustrations of Goans, there is a need for a more nuanced understanding of migration and movement. A point the media mostly ignored was the Assembly election, which is due in October. The general perception that there will be a change of guard in the State helped the MVA politically. In many small pockets, MVA leaders took people on board, signalling “favours” after the Assembly election.
